[H]ard|OCP takes a look at MSI's Sea Hawk RTX 2080, which sports a GPU covered by an AiO watercooler as well as a blower fan to ensure the memory and VRM are actively cooled as well.  The design of the cooler also slims the card so you don't need to worry about the spacing between your PCIe slots as with some other coolers.  Without any work whatsoever, you can expect an average 1954MHz GPU clock, 2040MHz with a bit of a power boost or 2060MHz if you don't mind the noise produced by fans spinning at 100%.  The VRMs did prove a little finicky as you can see in the full review.

Other than weight I am not sure I understand the logic of these cards. You are replacing 2 80-92mm fans with a pump, 1x120mm fan and an 80 mm fan. Add in fact that the logical place for the radiator would be directly in line with hot air coming off an air cooler on the CPU thereby ensuring that the radiator has to work harder.

So noise reduction (one of the big gains of going WC) is at best minimal with these cards, you will get some amount of performance gains but whether in a well ventilated case these are significantly more than you would get off a good air cooled card is doubtful.

If you want a good WC graphics card then custom loop cooling both CPU and GPU using a 280 radiator will deliver good noise reduction and performance gains
