Google’s new tool is the ability to search 200 years worth of scanned in print pubilcations over the web.  For a small fee, which goes straight to the original publisher you get to read the full article.  If you don’t want to pay, you will have to be satisfied with a synopsis.  Head to Slashdot to read more about it.
