If you have a motherboard deisgned to passivly cool your chipsets with heatpipes, the new Coolermaster Hyper TX will help.  The idea behind this heatsink & fan is a shroud that redirects some of the airflow onto any heatpipes located near the CPU socket, to turn the passive solution into an active one.  The HardwareZone does note that this is not a universal cooler, there are 2 seperate versions for AMD and Intel.
