Microsoft's new Ultimate Performance mode is impressively name but a bit hyperbolic as what it refers to is a new power plan which will be available to desktop machines in Build 17101 and Build 17604. There is not much more information on the new setting, apart from its intent to reduce micro-latencies, likely referring specifically to intense computational tasks and not aimed at making your game run faster. It is possible that an enthusiast would benefit from the new power schema, it will be interesting to see the results once the update lands. In the mean time you can pop by Slashdot for links and commentary.
"As the name implies, this is a step up for people for whom even the High Performance mode isn't enough — it throws power management out the window to eliminate "micro-latencies" and boost raw speed. You can set it yourself, but PC makers will have the option of shipping systems with the feature turned on. Ultimate Performance isn't currently available for laptops or tablets, but Microsoft suggests that could change."

Oh, great, so they’ve taken
Oh, great, so they’ve taken the turbo button from the front of the case and hid it inside of the OS.
So this performance mode
So this performance mode turns OFF all the telemetry nad get red of all the bloatware and Bleatware’s installed services also. Because it’s the bloat and the candy crush of unwanted and unneded spywate/bloatware and unnecessary metrics slurping services baked into windows 10 that is robbing more procesor cyclse and clogging up the cache levels all the way down.

Hey Windows for Workatations!
Hey Windows for Workatations!
“Readers with good memories may recall that when Windows NT was launched, it came in Workstation and Advanced Server editions, with the former fulfilling most duties of a server. There were no limits on TCP/IP connections, for example. Just as its developer Dave Cutler intended.
When, a little later, Linux vendors packaged their distros into “Workstation” and “Server” editions it was just that: packaging – nothing prevented you turning a Linux Workstation into a Server. That was rather the point of Unix. But when Microsoft realised people were running the $800 cheaper Workstation edition as a departmental server, the beancounters panicked, and Microsoft introduced an artificial technical limitation.” (1)
Ha Ha, The Author is so old he even states:
” Windows 10 for Workstations will now run on Xeon and Opteron machines with up to four CPUs”(1)
But I think he clearly means Epyc, and probablely he has Opteron on the brain but old age does that to folks. Anyways the article has more and the commentard’s ststments are interesting!

Shouldn’t that be “REAL
Shouldn’t that be “REAL ULTIMATE POWER!”?
This one’s easy to call already: months of complaints that ‘M$’ aren’t bringing the feature to consumer Windows 10 variants, then once it becomes available and benchmarked the same people will complain it doesn’t offer them any advantages.
The complaints are more to do
The complaints are more to do with doing away with that Candy Crush of bloat that’s always auto-reinstalled and assoicated crapware forcing on windows 10 for those that do not want any unnecessary bloatware and bloatware services stealing CPU and GPU cycles on folks PC/Laptops. Ditto for the excessive amounts of telemetry affecting maybe even online game streaming services latency also.
And Really the OS is there to offer the computer’s owner the maximim amout of control and not what the folks from Redmond want to ultimately achieve by turning peoples’ computers into a cable box/gaming console tied to the M$ store.
Real power is for the OS to stay out of the PC users business and just do its OS job and allow the end user the maximum amount of final and total control over their computer hardware. All that M$ marketing driven feature creep is unneeded and unwanted by most windows users hense the numbers of windows users that remain windows 7 users to this day!
