Sony will be opening up its Remote Play feature to include Windows and Mac PCs with the next system update, version 3.5. In its current form, Remote Play allows users to stream games from their PS4 to certain Sony devices including Xperia phones, Vita handhelds, and the PlayStation TV "microconsole". The new update will let users stream games from the game console to PCs over your home network.
PS4 System Update 3.5 is set to release later this month. While a beta is available, the beta build does not include the streaming feature. It does add support for live streaming to Dailymotion, updates to the social platform (e.g. planned parties), and an incognito mode that allows user to appear offline (how has it taken Sony this long to support that??).
Sony opening up the streaming is a welcome move as it puts it more in line with Microsoft's offering by not requiring specific hardware. Actually, it may be a bit better since users might be able to get away with using older Windows operating systems (Xbox One is limited to Windows 10) as well as streaming to their Macs. Further, Ars is reporting that Sony stopped shipping its PlayStation TV hardware in the US and Europe at the end of 2015. Thus, that may be one of the reasons Sony is moving away from streaming only to Sony hardware. I'm interested in trying out the Remote Play game streaming to see how it compares to the Xbox One to Windows 10 streaming which has worked pretty well so far for me in streaming Forza to my desktop!
Game streaming is proving to be popular and it is interesting to see both popular gaming consoles will soon allow you to stream games from the living room to your computers while at the same time Valve and others are pushing for solutions (e.g. Steam In-Home Streaming) to stream games from your PCs to the living room. Exciting times, especially if you're able to used wired network connections!

Does anybody know if there will be lag if a LAN connection was used between the PS4 and PC? Is that even how it works?

It will not be as smooth of an experience as playimg locally but using ethernet instead of wireless will make a big difference and lag should be minimal. hopefully!
Hmm Im not sure on the mouse and keyboard bit,someone might get that to work but at least for the xbone… you can use it for things like typing but have to use a controller connected to the console or to the win10 pc to actually play games.

Pretty sure the PS4 encodes a video in real-time as you play, then streams that through your local network. So it can be wi-fi or ethernet.
Etherenet will still have some lag, and wi-fi will make some games unplayable for most people’s wi-fi hardware.
The controller would pass messages back through the network to the PS4.
Basically this should be similar to the Steam Link, or remote play to PS Vita.
Kybrd/Mouse is unlikely. There are 3rd party solutions with USB devices that convert inputs from keyboard/mouse but that’s separate from remote play.

Thanks for the replies guys. Well that’s a bummer. I guess some people will find that useful, I on the other hand only wanted to play my PS4 games with a keyboard/mouse.

The use case is playing your console while the TV is occupied by someone else. It’s similar to using the Wii U GamePad as the primary display while the wife or kids use the TV. It’s not a killer feature by any means.

You have to own a PC in the first place in order to use this feature. so your’ “Just buy a PC” argument that Windows and/or General PC “fanboys” (I guess would be the best name for them, even though I dislike that term…) usually throw out there is completely irrelevant in this situation… Also, just having a modern PC isn’t always a reason not to get a console, because it’s not always better than a console. When you say “Get a PC” I assume you mean to “Get an Overpowered rather expensive Gaming PC to compensate for the potential wasted on its lack of mechanical efficiency and OS/driver overhead”. With that said, just pick what platform you want to play on. Stop judging other peoples personal preferences; no matter how irrational it may seem to you.

Always something I've wondered about, but figured MS wouldn't go for it. Now with all the talk of unification between the PC and Xbox (UWP, cross platform multiplayer)… maybe we will!

You can set your ps4 to be always on standby/sleep mode that way you can power it on remotely

you may notice some slight lag on some games that are more twichy in nature, but nothing that would make it unplayable…
your experience may vary however depending on your setup and your connection at both ends.

This better be BETTER than PS TV play (or whatever it was called). I bought a few of these thinking “oh cool i can play bloodbourne upstairs or in my office” – wrong. Even with ethernet on both the console and the ps tv unit, the quality was junk.
