I am in the market for a quiet small form factor PC with a decent GPU (equiv of a high end laptop).

And It dosen't need to be very upgradeable.

The only thing that I can find is the mac mini, but it only has a hd4000 which is a little lower end than I want.

Any one know of anything.... my emphasis is on quiet..

You can read about the arctic MC101 here
if you dont want hdd bottlenecking your system then choose barebone and equip with ssd u can add bluray if u want too.
Arctic has n app to use ur iphone r android s n remote control.

Seriously bad time to release this with crappy HD2500 when Haswell is about to ship. It's 12 month old tech.

HD4000 is good enough for me. Although pricey I would go for the Intel NUC but stick it in the Tranquil PC case (fanless), the standard NUC is not very loud, but is noticeable

If not in a hurry then wait for Haswell
