It certainly sounds easy enough to use.  Just plug the USB TV Tuner into your home PC, and then plug your cable into the USB tuner.  Once you are at another PC (at work, for example), just start a Skype video call with your home computer and you are watching TV.  Drop by The Inquirer for more on this handy device.
